Personally I don't think the pay civil servants are getting is too high. Rather than cutting the pay, I think it would be better for everyone if the level of service is increased though trainings and workshops on customer service (if necessary at all).
I am from Indonesia and the rampant corruptions from local officials to those in the central government is mind blowing. I think Singaporeans should consider themselves very lucky having a government that actually cares for the welfare and well being of its citizen. I am certain that there are many people out there that silently wished they were Singaporeans (I am one of them).

Not all civil servants are paid highly. And to ask such questions show that you might not even be one or just a person out to add fire to other civil servants. Even if you are one who is paid 4k , your position would have already made you aware of the obligations that come with it which obviously you are not aware of. To be more serious, are civil servants paid too high? The pay comes from the taxpayers money. And is the civil service highly inefficient?
Ministers' pay should be pegged to the pay of China's commuist party, since Singapore is governed in a similar concept to China, just that Singapore's economy is more free.
Ministers serve the country and they should not put money first. Else, they may lose touch with the commoners.
Who is ruling Singapore, MM and SM?
Actually, Singapore is not bad as a country, at least it is more peaceful than many other countries. The laws are good, except for ISA.
