Lower ranking officers had a lot of previleges under control now such as overtime etc. Hence, make sure buy luxury when you can afford to. Maintain your good characters and that is the minimum.

Promotion is limited and Civil Sector actually benefits most from subcontracting and outsourcing non-key roles.
GLCs also doing same thing.
But the best thing is that top positions often go to FTs.
