Seriously, tracking of individuals can be done via the handphone they carry, since almost everyone owns a handphone. But curently, its more likely to be implemented at transaction points. Eg. Credit Card (magnetic), or even EzLink card (rfid). With EzLink card, they can possibly set up check points at certain locations to perform tracking.
It was publicised that the ic number is not stored in the Ezlink card. But that does not mean that they do not assoiciate your ic number with the card's unique number in their database.
