APPLICATION FOR REGISTRATION OF PROPOSED ”POTONG PASIR AND HOUGANG UPGRADING FUND 2006”
The under-mentioned intend to establish a voluntary welfare organization known as: “Potong Pasir and Hougang Upgrading Fund 2006” (called “the fund”) and hereby submit the outline of proposed set-up for registration of the fund:-
(a) It is intended to set up a self-help or “gotong royong” fund for upgrading of HDB estates (called “upgrading works”) within the “Potong Pasir and Hougang” constituencies’ to supplement these estates' own sinking funds or S$180 million common fund promised to be set aside by the government for the purpose. The fund shall be used among other amenities for estate upgrading of older HDB flats within these two constituencies exceeding 10 year in age not provided originally with lifts that are stopping at every level.
(b) The fund when registered shall invite civic-minded non-aligned citizens to volunteer their services to raise fund and administer the fund according to its constitutions and regulations.
(c) The setting up of the fund will be in line with the government's motto : “Staying together, moving ahead” and the national pledge: "One nation, One people, One Singapore" as such a fund will help needy residents who who are financially unable to do so to upgrade their HDB estates without imposing of additional levies etc which may cause hardship.
(d) The fund collected shall be managed with full accountable and transparent management processes including annually audited accounts evidencing all fund collections and disbursements certified by its management committee open for public inspection every month.
(e) The fund being a public non-profit organization to assist fellow Singaporeans in need of estate upgrading shall apply for tax exemption status on its fund and relevant tax deduction for individuals making donations made towards the fund. The fund shall apply for licences for canvassing and collections of donations from the public and holding of shows, performances, live shows or television programs hosted by non-aligned public figures.
(f) The fund will be disbursed to “Potong Pasir and Hougang” town councils for expenditures incurred based on certified approved upgrading schemes approved by poll by their residents. The fund shall be permitted to offset against donations expenses incurred in fund raising, event organizing, advertising, transportation, employment of staff, and administering of the fund etc.
(g) The fund will appoint a management committee (called “the committee) comprising not less than 5 but not exceeding 15 general members (called “the committee”) and a board of trustees of 3 or more but not more than 7 members comprising qualified experts and executive members of the committee, non-aligned advisors and major sponsors forming the board of trustees.
(h) The fund will be administered by the voluntary executive committee comprising the chairman, vice-chairman, secretary, treasurer vested with executive duties and powers delegated to them by the general body to raise and administer the fund.
(i) The committee shall be assisted by a salaried manager, administrative/account executives, and other relevant staff necessary for the purpose of raising and administration of the fund.
(j) The general body may delegate to the committee and/or staff any further or more specific duties and powers in order to enable them to discharge more effectively part or all of its legal and administrative duties and functions of the fund.
(k) All disbursement of monies to estate upgrading to residents of Potong Pasir and/or Hougang HDB estates shall be approved by the committee with minutes of meetings recording approvals and cheque issuance signed by joint-bank-signatories consisting of Treasurer, and two other executive committee members according to the constitution and the authorization of the general body.
(l) General members contributing in excess of S$1,000.00 will have their name inscribed on plagues displayed on strategic location in the estate public notice board.
(m) Committee and general members will serve on voluntary basis without any compensation except for transport and reimbursements of purchases made on behalf. General and Executive members will receive appropriate letters of appointments and those who serve with distinction shall be honored with commendations.
(n) All donations received and expenditures incurred shall be recorded in the Income and Expenditures account which shall be presented for scrutiny through the treasurer and executive committee by the management committee every calendar month with submissions to the Board of Trustees for scrutiny and corrective actions based on audited report.
(o) The fund shall lay out its fund raising target supported by their town councilsÂ’ Upgrading Program and intended residentsÂ’ polling for upgrading projects.
(p) The fund shall be managed and administered based on its constitution, policies, programs and decisions approved or adopted by its general body.
(q) Upon meeting and fulfillment of the fundÂ’s objectives, the general body may pass a relevant declaration of fulfillment of objective, and dissolve the fund with a final audited account submitted to the relevant authority for acceptance.
(r) Any surpluses standing in the fund at the dissolution of the fund shall be held on trust of the residents of Potong Pasir and Hougang in a common fund for their own future upgrading of estates or betterments of the residents. Subject to the approval of the general body with relevant inputs of residents, such surpluses may in whole or part upon dissolution by donated charity.

As you can see from the application letter, everthing will have to be above board is we want to do this fund. (d) The fund collected shall be managed with accountable and transparent management processes and annually audited accounts substantiated by records of collection and disbursement submitted to the management committee for acceptance every month.
(e) The fund being a non-profit community self-help project should be granted tax exemption status and donations made towards the fund. The fund should be granted relevant licences for canvassing and collections of donations from organizing performances, live shows or television programs hosted by non-aligned public figures.
(f) The fund will be disbursed to help residents of “Potong Pasir and Hougang” based on Upgrading Program prepared by their respective town councils and approved by poll by the residents. The fund is entitled to offset the costs incurred in fund raising, event organizing, advertising, transportation, employment of staff, and administering of the fund etc.

It looks like Singaporeans have no real love for community self-help projects likely to be seen as opposing to the government.
Two reasons why government has no objection to such Potong Pasir and Hougang Upgrading fund 2006:-
(1) Government has always tried to avoid creating a welfare state and wanted people to be self-reliant. So the fund is one small step towards making people more self-reliant
(2) Senior Minister Mr. Goh Chok Tong has indirectly by telling residents of PP and HG that they do not expect the government to give them priority in estate upgrading if they do not vote for the ruling party that they better raise their own fund to do so.
So from a greater perspective, the fund is not anti-government and has been indirectly approved by the government in principle.
So I really don't see why people are fighting shy of helping to kick off such a fund. Or do they want the help of some international human right organization to plead for their cause they themselves being too afraid to do so? -
