What do you mean if he is authorised? If his company sent him down, of course it's authorised unless you mean illegal workers which most companies don't want to risk it anyway but you can always request to see their work permit.
As if all Singaporeans exercise 1st World consciousness Especially in the construction line etc, the foreign workers have much better working attitutes then the Singaporeans. Anyway, if you haven't already noticed, most Singaporeans think the government owe them a living
