I give some thought about it this morning..It's possible if they air-conditioned the whole place. However, that will required a lot of electrical power...after thinking again..I think they may use solar energy as the source of power supply with standard supply as backup.
Maybe the design can a lot of solar collection plate installed very high up as shelter or covered. The energy generated during the day can be used directly to provide lighting and also cool air blowing..even snow production..That will cool the whole place effectively.
At night it will be cool under the moon while raining will give more water to the water fall..
I slapped myself again for earlier statement..I think they can..if they think in this line.. It will be green and also reduced a lot of wastage.
Inside a building, I don't think the thief will dare to steal the solar disk. Could their premier considered my no talented thought? -
After giving some thoughts to yours, I think using solar panels to produce energy to power the lights and air conditioning is out. What make you think the thief in Malaysia will not steal anything (including solar panel) inside a building? I only know tht German are using for their household power supply using maybe 5ft x 5 ft or slightly bigger...using latest technology. Hence, if can save why don't save? Of course if you have many to throw..maybe can throw some to the real poor instead.

Forgotten to add on, using the panel as a shelter to block the sun, naturally it will be cooler undernealth. If our motorway are builted this way. Disneylands quite over populated in Asia - Japan, HongKong and Shanghai (not build yet)
Warner Bros or even Universal Studios should come forward to the land of oriental. -
