Talents or Opportunities - which is more important?

Ah pek at the kopitiam does not have an opportunity. For 1/10 of our minister's pay, he might do plenty more to restructure the economy.
Our kopitiam king was an Ah Pek before but has now set up many stores in China. Can anyone of our ministers claim to have half of his entrepreneurship. It is the opportunity given to our leader that makes him what he is but he cleverly makes it look like he has so many talents.
Many local talents simply are denied the opportunity and could not do much. Some are driving taxis. -

My father sells vegetables...he did not have the opportunity when he came from China, although he probably has as much talent as any. All of his children have benefited from the system which gave us scholarships and enabled all of us to have a good education and good jobs.

The system does develop and gives opportunities to talented people. The problem is that there is a mismatch between skills and the jobs that have been created. The government is creating lots of jobs in biotechnology and going into areas like nanotechnology, but we lack the talent to fill these jobs.
It is self defeating to bemoan the lack of job opportunities in say, the textile production industry, when that is dead and gone. Why are people doing computer programming when an Indian programmer can do that job for less? IT professionals should be going into things like software design or project management instead.
It is too simplistic to talk in terms of a lack of opportunities. The issue is applying your talents to the opportunities available.
