here, as the monopolistic gabrament sets things up, puts their own into the high offices of the civil service, the civil service has become a tool to perpetuate the powers... rather than to serve the people... this is clear when we look at the Perm Secs of ministries stepping into politics...
i think somewhere, they have forgotten what it means to be a Minister, and what Ministries truly mean..
to minister, is first and foremost, to serve.. and to serve the public... and the ministry is there for the minister to lead to serve the public...
i guess it is the nature of the monopolistic beast to seek out and destroy all that would challenge their power.. and this is very evident in the actions of the gabrament (see LHL's "spend more time fixing the opposition" comment) and the GLCs moving in with their sheer size and wiping out all small-time businesses with a successful niche..
