The objective of this Two Separate Election Processes is obvious, and is similar to the 'By-Election Strategy' in the past.
This is simply to settle the political reality of having the incumbents to be elected into Government - which is intended to satisfy the Citizens confidence in a known factor; and then to decide in a separate election for individuals to form a group of independently minded persons to be in Parliament (the Legislature) to check on the Government (the Executive Branch).
However, we need to ask : can any Singaporean individual stand alone - with sufficient funds - to compete against the political machinery of anyone from the incumbent Political Party, or the Political Party itself ?
It has always been a fact that the 'Political Party' is supreme, to the point that even with a 'two election process', the 'Parliamentary Citizen Representatives' - will most likely be from the same political party as the Government - and as such, will always be subject to the 'Party Whip' that maintain party discipline in Parliament - and within the Party.
We have to consider the fact that Politics are conducted not by 'individual Politicians' but by 'individuals forming Political Parties'.
The only way for an honorable and honest system' for our Parliament is to allow every Members of Parliament to perform their obligation to the Citizens - not to the Political Party - and vote according to their conscience in representing their respective Constituencies.
Lift the Political Whip that prevent Members of Parliament to act according to their conscience.

So the first step of voting is to vote the MPs that will form the governement, then vote for the minister. The ministers will just draw their paycheck as per normal without the need to look after one constituency.
This is different from the present system in which the ministers are elected by the government that is formed by the elected MPs and the proposed system state that the people will elect their ministers.
