The gradual increase of these ERP charges is VERY MUCH akin to a pot of water being very slowly brought up to a boil - one would not feel the heat, and hence be boiled alive without knowing it.

I say it's more about the $$$$.
By raising the ERP charges on the CTE, all that happens is that some of the CTE traffic gets transferred to the other roads. If the CTE doesn't get congested, then other roads will.
In the end, the only ones who win are those collecting the ERP charges.
