Kelantan people wonÂ’t be neglected, says PM

KUALA KRAI: The people of Kelantan will enjoy development regardless of whether the State is ruled by Pas or Barisan Nasional.
This is because projects under the Ninth Malaysia Plan to transform the rural areas in the east coast States were meant to benefit the people irrespective of their political beliefs, Prime Minister Da- tuk Seri Abdullah Ahmad Badawi said.
He gave this assurance as he kicked off his State-wide visit with the opening of the RM35 million Dabong bridge here yesterday.
He said some people had questioned his decision to allocate a huge chunk of the 9MP to develop Kelantan as part of the Eastern Development Corridor.
"Their reason is that Kelantan is Pas-controlled ," Abdullah explained, implying that the Opposition party would take advantage of any development taking place in Kelantan for political mileage.
"But I told these people that we must regard the rakyat of Kelantan as rakyat first.
"If they are poor, we must help them and if Umno has to do it, then Umno has to do it
"I have announced the facilities and infrastructure projects (for Kelantan) and I have told the ministers to implement them speedily and efficiently," he said.
At a meeting with Umno members in Melor here last night, Abdullah said he was confident with the leadership of Kelantan Umno.
"Although Kelantan Umno leaders asked me to become the chief, I think the current leadership is more than capable of leading the party in the state," he said.
He added that the co-operation between Umno leaders and corporate leaders would ensure Kelantan would benefit from Federal development projects.
Earlier, Abdullah said the projects for Kelantan would include roads to connect remote districts, utilities such as electricity and water, as well as health and educational facilities.
One such project to benefit the people is the 310-metre Dabong bridge that spans Sungai Galas.
It is expected to cut travel time between Jeli and the Northeastern Highway to Kuala Lumpur by two-and-a-half hours.
It will also allow farmers to transport their products from the remote district to markets in and out of the State more quickly.
In the past, light vehicles to Da- bong and Jeli were loaded onto river barges to cross Sungai Ga- las. Lorries were forced to take the long route via Kuala Krai.
The bridge project started five years ago but construction stalled and was only completed in February.

Pas must co-operate to develop State

KOTA BARU: It is crucial that the Pas Government co-operates with the Federal Government to ensure the success of the Ninth Malaysia Plan (9MP) projects in the State.
Prime Minister Datuk Seri Abdullah Ahmad Badawi said as the Pas Government had the authority to approve land for projects in Kelantan, the people would not see the benefits if it delayed approval or refused to co-operate.
He hoped this would not be the case as the Federal Government had allocated RM7.6 billion to ensure that Kelantan did not lag behind other states in terms of infrastructure development and the creation of educational and socio-economic opportunities.
"No one alone can ensure that these projects (for Kelantan) are implemented. We need the co-operation of all sectors. A project needs land and this is under the jurisdiction of the State Government. I hope there are no delays in approving land for projects or these projects will not get off the ground" Abdullah told civil servants at a dinner here last night.
At the same time, he said, it was important that the Federal agencies responsible for implementing these projects ensured they were not delayed or abandoned due to poor monitoring.
Earlier, speaking at the closing of the Perkampungan Hadhari at the Wakaf Mek Zainab, he called on the people to shed old attitudes and take part actively to make the 9MP a success.
Abdullah said a top-class infrastructure would come to naught if the countryÂ’s human capital was not developed.
"Human capital development should not only be about giving knowledge but must also emphasise the development of morality and spiritual ideals," he said.
The Prime Minister is on a two-day visit to Kelantan. Also present were State Umno leaders, including State Umno chief Datuk Seri Annuar Musa and Higher Education Minister Datuk Mustapa Mohamed.
Abdullah expressed disappointment with the environmental de- gradation in the State, particularly along Sungai Kelantan.
"While taking a helicopter ride just now, I saw that the water in Sungai Kelantan had turned into kopi susu," he said.
The Prime Minister said an allocation had been made under the 9MP to improve the environment and the river.
Later, at a Press conference, Abdullah said the Federal Government had allocated RM100 million for the setting-up of Universiti Darul Naim in Kelantan.
Abdullah said the RM7.7 billion allocated to Kelantan in the 9MP was to develop the State and the people, despite it being under the control of the Opposition.
On the chances of the Barisan Nasional wresting the State from Pas, Abdullah said the chances were better now based on the increasing support for the coalition.
"The Kelantan people are ready to make changes. It is important for Umno to work harder to bring development and get the peopleÂ’s co-operation ," he said.
SME funds for all

KUALA LUMPUR: Prime Minister Datuk Seri Abdullah Ahmad Badawi ordered the SME Bank yesterday to issue loans to people running small and medium enterprises (SMEs) without any racial bias.
The Prime Minister said he had heard complaints that the bank did not want to give loans to non-Malay SMEs.
The bank, he pointed out, belonged to all Malaysians and its duty was to give loans to entrepreneurs without taking into account their race.
“The bank cannot practise discrimination against anyone. I have directed the SME Bank to be fair in its assessment and management.

“This is what is wanted by the rakyat. This is something important that must be understood by all,” he said at the MCA annual national delegates conference yesterday.
SME Bank was launched last year with a RM2bil allocation for loan disbursement to SMEs. Since the start of the year, it has approved more than RM400mil in loans to SMEs.
The bank is a subsidiary of Bank Pembangunan (M) Bhd.
It was reported that 30% of all SMEs are bumiputra-owned and 80% of loan applications to SME Bank were from bumiputra-owned SMEs.
In his speech, Abdullah said he remembered all the times when MCA stood by Umno, but also pointed out that when MCA faced problems, UmnoÂ’s Tun Ghafar Baba stepped in to help.
“This is the kind of co-operation that we have. It is very meaningful to us and makes us strong partners in the coalition. The rakyat will not like it if the ruling party becomes weak and fights within itself,” he said.

Traffic offenders to pay less in fines from today
FINES for traffic offences will be reduced under a new schedule to be announced today, China Press reported.
Sources said those issued summonses prior to this could pay their fines based on the new rates.
According to the sources, traffic police hope that offenders will pay their fines immediately once the new schedule is introduced and have also called on road users to follow traffic rules, both for their own safety and that of other road users.
The paper also quoted Bukit Aman Internal Security and Public Order director Comm Datuk Mustaffa Abdullah as saying the new fines were being introduced to lessen the people's burden.

PROTESTS are not POLITICKING if they have some purpose which is to benefit the WELFARE of some people; WELFARE not POWER POSITION. PROTESTORS seek to be HEARD, not to RUN the government. Only REBELS and REVOLUTIONARIES seek to OVERTHROW a government in power. PROTESTORS will only become REBELS if their NATIONAl LEADERS do not lead.
