Honestly...why put up those ugly barricades with bard wire and razor blades?If I were the delegates, I would feel like I'm being imprisoned instead of being welcome. If you wanna take security measures, why not deploy the various Armoured units with their BXs, Ultras and AMX13s perhaps to help riot control, they should not just use RSAF choppers for observation, they should bring out the shiny new Apaches and load them up and have them fly CAP over Suntec. Declare Martial Law in SG, with curfew and all that just to make the delegates feel safe.
