Accident is not always the case of speedings,Its the luck and skills of the drivers count.
The majority in LTA remain local engineers. Only specialists such as the MRT tunnelling experts and northseeker operators are imports.
Expressway limits are already at 90km/h, meaning that cars can technically drive at 100km/h without infringing on the 110km/h 'speeding' criteria, as it requires a driver to breach 20km/h on paper to be pulled over and fined for speeding.
On the other hand, a driver can be pulled over on a normal 3-lane road if he/she is found exceeding the speed limit by just 10km/h, but given a minor summons. This seldom occurs though, but doesn't mean the TP will not pursue such errant drivers.
Luck is not a significant factor on the road, as experienced drivers should have learnt to read the 'body language' of other cars which change lanes without indicating or drift from lane to lane without signalling their intentions.
A lot of skill, and a little luck (so you don't kanna langa from behind) is a more appropriate choice.
