I think an increase of 1-3 cents won't hurt the pocket lah. Perhaps it may increase personal expenses by $5-$10 a month.
The very poor will also not be affected because they will have subsidies.
This is a 2-pronged approach. Earn the profits yet help the very poor. Raise the tobacco prices/discourage smoking but earn the profits.
This is a method to take in the revenue without suffering the flak. Oh well....... -
