Stop building new roads in Singapore... Let the price of cars become super affordable such that even the poorest of families can own a car for convenience... After that, let traffic jams rule all the roads in Singapore.... The carparks will also not be enough to house all the cars... Drivers start to park by the side of the road... this causes more traffic jams... Then one fine day, everyone realises that owning a car in singapore is not a good idea... so all of us tries to persuade one another not to buy cars anymore and go use the public transport....

One way to control the car population is to peg a lower amount of loan that a person may take, to his income. The current regulations are atrocious. $0 downpayment is crap.
Second way is to make a minimum downpayment eg 20-30% of car's value.
