Indonesia needs a strong man like Suharto who can get things done. The Indonesian President is helpless if their fiercely-independent Parliament does not want to act.
Want to stop all burning? Impose the death penalty and be prepared to carry it out...that will stop it quick enough. Of course the poor who are forced to carry out such burnings will suffer most, but the burning will stop. Alternatively, neighbouring nations must be prepared to pay millions to the Indonesians to persuade them not to slash and burn. There must be a disincentive to burning. If they stand to lose millions of dollars if the haze returns, you can be sure it will be in the interests of the Indonesians to stop the burning.

No ASEAN country can force Indonesia to do anything unless you are advocating a war with them. What bargaining chips do you have?
Even the Indonesian President cannot do much when their Parliament refuses to act. That's the problem with multi-party democracy. The Indonesian President may know what has to be done, wants to get it done but his hands are tied by Parliament. If it had been Suharto's time, all we need to do is to persuade Suharto, bribe or threaten just one man. Now we have the entire Indonesian Parliament to deal with.
THe only way to deal with this problem now is to 'bribe' the entire Indonesian nation. Offer them millions or billions of dollars in aid tied to the eradication of the haze problem.
