The poor nees to be help only if they need to be and ask for it. Conditions is a must so must leeways and flexibility must be adopted as well.

There are ways to prevent such tragedies from happening, but only if govt cooperates with its people. As far as I see it, these are the main things in the way of progress :
1 - Government does not acknowledge the seriousness of certain problems and prefers to silence its critics with a heavy hand.
2 - Govt has become too elitist and disconnected with the people.
3 - Govt has become poor at addressing today's issues due to point 1 & 2, and therefore the solutions they come up with often seem inadequate, even inappropriate .. sometimes appearing to amount to poor usage of public funds - Hip hop MPs? progress pkg?
4 - Too few facilities to get help from, too much red tape, people are not educated on how and where to get help - see point 1 (to show a strong initiative to help people in unfortunate circumstances is to admit that a serious problem exists)
5 - People have become reluctant to speak up or seek help because the Government has turned "Welfare" into a dirty word. Understandably, people do not want to be part of the "certain problems" (see point 1)
Therefore, in order for any real progress to be made, it is the government that has to open up and cooperate with its people. [b]Recognition is the first step towards a solution. If the govt sends a signal that it is ready to address the issue and acknowledge its seriousness, it would be surprised at the number of people / organisations that will step forward and offer assistance to work with them towards a viable solution.
