  What good will implementing law after law be if its requirements are beyond the capabilities of our police?
  
  If they are already unable to arrest on the spot people who wallop others over staring incidents, prefering to defer such 'advanced' decisions to the magistrate's court, how will we expect them to be able to exercise their powers of discretion in ascertaining whether a particular 'group of 5' is really scheming some criminal act?
  
  This is just another example of our pencil-pushing police chiefs who only know how to suggest ridiculous policy that is nigh impossible to enforce.
