'A Mayor' is the modern title of the highest ranking municipal officer.Why should a city-state such as Singapore have two tiers of political management ?

Worldwide, there is a wide variance in local laws and customs regarding the powers and responsibilities of a mayor, as well as the means by which a mayor is elected or otherwise mandated

I doubt that. I dont think they are meant to depolitize or co-opt the people. You think so? Why? I think they are like a kind of grass-root or lower level 'mayors' or perhaps 'district mayors' something like that.
