the civil servants are mostly working hacks, doing their job to do stuff like make sure your children are educated, you have a passport to travel with... stuff like that... the people who are not even noticed..
the main idea to give the civil servants raises was to put them in the line of fire... the normal working hacks will get a little bit of raise.. but the BIG BOSSES like the Permanent Secretaries, the Deputy Secretaries will get really big raises..
