High salary might attract a few good people, but having a meaningful job keeps people. High salary does not avoid corruption but give people more means to creatively use money to cover more eyes. This can be seen from the many high profile cases such as Enron. High salary must also demand high performance but yet who had bench mark performance objectively and had any under-performancers been removed or just sitting around shamelessly taking money they do not deserve.
Who do not want a good system and governance. But I would never call ours world class or some example anyone should follow. As I feel Lim Kay Tong said of the Arts scene which is also a parallel of the policies our elite government makes:
There is a shell and a look that there is a vibrant arts scene here, but look inside, deeper, there is actually no substance.
