
While it is true that money can be used to prevent corruption. I feel that this is only true to the extent that it satisfies the first two tiers of Maslow's Hierachy of Needs. Ministers should be paid a non-inflated salary scheme that allows for food, lodging and a few extras of entertainment/holidays.
Emphasis should be placed on other perks that come with being a minister. Namely recognition, power, and great responsibility which correlate to level four of Maslow's Hierachy, Esteem. We must educate the young(future PAP leaders) on the nobility of serving others - morality and self-actualization. These four great perks combined with a cultivated altruistic intention to serve rather than reaping rewards should be sufficient to attract and retain talent.
The assumption that money and as such high salaries are needed is a false one. We do not need to make our ministers multi-millionaires when proper education and cultivation of the right moral values should suffice.
