if it is the govt it could be in 1994 when lky devised the high salary scheme for his cabinet ministers.
for singaporeans, it could be around the same time also cos the govt usually takes the lead in sinapore.

we actually started on ft as soon as we broke off from malaysia. then, worried about our survival the govt sought the help of a dutch ft, dr albert winsemius, to chart our economic development. he had done such a terrific job that our govt became addicted to ft.
