Why? Because the seperation is to balance out the conflict of interest . You have to have the paper trail on where the money is spent , why the money is spent and how the money is spent. Even PM and his department will have expenditures like the other ministries. You cannot have one man being the PM and the holder of finances. That scenario is that of a firm who uses its own finance managers to be the auditors instead of independent auditors to account to the last cent.
As I am now only familiar with Australian work culture since I used to manage some project spending in my area even though it is not a bulk of my work , I can tell you that if you work in any company and you find that they use fully independent external auditing firms to account for every single cent. They use external auditors to check on compliance and accreditation issues as well.
Why? Because you don't want a perception of bias or a loss in confidence from the stakeholders.
