Has singapore not learn its lessons?

Years ago when singapore was still enthusiatic on suzhou industrial project(SIP), the Chinese govt lease out a piece of land beside SIP to develop residential property.
Singapore send its team of surveyors to survey the land... China's group came, saw, discussed, built. The residential area was a very good success. Property prices were booming. Blocks of apartment tht were built by the Chinese counterpart were bought and sold for profit.
Singapore was still surveying the land whilst China had already built the apartment and people are already moving in. China had walked all the way to the bank.
The story went on that China eventually took over the whole of SIP and made SIP a success when it was a failure in the hands of SG management
Today's news report at 10p.m. Singapore is now going to review its World-Class transportation system especially safety on the MRT tracks. Evalaution would only be out till mid year of 07. We are taking half a year to review our world-class transportation MRT? WTF is that?
Did'nt our lesson with SIP taught us a valuable lesson? Where is the efficiency in Singapore managment??? i am not even comparing SG with Japan or USA yet..i am just comparing with China.
Later on the news, the news reported that Newton Circle Hawker Center suffered in business due to poor planning. Newton Circle Hawker Center business dipped by 50%-70% when its raining due to flooding and lack of shelters. Vendors complain about how this upgrade of NCHC is more of a bane than a boom in business, after years of upgrading.
WTF? after years of planning and construction, NCHC failed. flooding and lack of shelters...sigh.. peasants can only complain.. -
singapore ministries are well known for being overly cautious and bureacratic. but the worst thing is dispite long deliberation the resultant plans do not usually works! the reason? our planners are scholars divorced from the real world!

Imagine your house need 400k to renovate, if the contractor said the current design of your house is ok to remain the same. No job has been done, do you still pay him 400k? -
