First, they report Singapore didn't sell the fishes in question; Then they say these fishes were imported into Singapore but 80% are for exporting. The question is, where are the rest of the 20%? Could it be in our stomach already?

No sane business would knowingly export the fish, to another country then to Singapore; unless the fish is known to be contaminated in the first place. Like you mention, the issue of infected pork (hand, food and mouth disease).
I believe in such cases of disease outbreak, they should conduct more stringent checks.
I think pig reared in Malaysia and Indonesia might be slightly different in quality, they might be from different species, the quality of the meat might be different due to their diet; maybe a mass spectrometric assay would reveal the composition of the meat.
