At least the government up north provide some monetary assistance to help those affected by the flood. What have our government done to help those florist who have substantial losses due to flood? If you take godly salaries, then you should provide godly foresight, else you should just stick with people salary.

When you sell land or lease land to others, aren't you telling the leasees or developers that the land is safe to live and work in. In law, the exchange of considerations (monies & land) provide a legal basis for a contract. When you buy a plane ticket to take a flight to somewhere, if something untoward happens during the flight like the just recent Adam Air crash. Whose fault is it?
But I agree that global warming is a part of the governments fault too, but not only our government, but all the governments of the world, it's a trade off between economic prosperity and environmental damage.
