If its the first case, then it isn't really true is it? Granted our top leaders are very well paid, but however much they earn, the amount remains miniscule compared to taxes levied. If it is the institutions (someone mentioned NKF), the money isnt really at the personal disposal of the leaders that you dislike so much. at the end of the day, its not really a one-group-gains-the-other-group-losses thing, nor does anyone enrich himself enormously from government policies that impose costs on people.
