When they need to "expand the living area/ increase residential density/improve living conditions" they will collectively -buy- the land @ plot ratio 1.4 then -sell- the land @plot ratio 2.8 DUH....
Alternative reason can be however, they dont want too tall buildings in the east where we have our main airports/bases so that they dont block the air space. -

firstly if i read your previous reply correctly, i highly doubt that the estate management professors are the reasons why plot ratio in the east area remained at 1.4.
that is more likely due to urban planning and economic reasons - east esp the coastal area represents prime land, with sea-viewing prospects. If you saturate the area with too many high rise buildings, (a) the existing ones will drop in value and many would complain about that, (b) you lose the niche pricing that can drive property prices up around the area.
Also, the government's approach to the master plan which dictates plot ratio/building height is not to increase it in one go, but to do it incrementally at every assessment. That way, developers won't quickly maximise the area and feel LESS inclined to buy a place up enbloc and redevelop. For example, if the east is currently 1.4, they might go up to the next notch (eg 2.0). Developers buy the land enbloc and develop up to that maximum plot area. Then at the next master plan, it goes up to 2.8, and that gives developers incentive to redevelop the land again. If it jumps one notch up to 2.8, developers might develop to its maximum land use but there's no reason to redevelop because you will not have large profits from selling new units there.
