most HDB upgrades are done in a slip shod manner...
i have seen many recently upgraded wards, with crack tiles in lobby.
Cheapo lifts.
lift landing at Stairs landing (1 lift landing serving 2 floors so you climb just 1/2 flight of stairs)
in the end, you still pay same taxes, your personal HDB stays the same.

Actually the cracked tile syndrome is due to cheap tiles also.
