i dunno why ppl have to be engineered to know about s3x or when then can have s3x.......
but i do understand sometimes the law has to come into place for some social reasons......
it's not the matter of wat age u can have s3x legally, but i tink it's more impt to educate about safe s3x and the consequences........
it's something we can't avoid or stop, so it's better to teach the prevention and the negative effects of it.......

schools can be more active to come out with activities and programs to enable students to interact, improve interpersonal rships and communication skills.........
whether students end up farking or not does not matter, i think it's still a form of life-long skillset........will be good in future when going out to work and socialising...... -

i have one true story, few years when i still in touch with my friend
my friend has a girlfriend, very average looking, they used to have sex regularly, and what happen, sigh, never practice safe sex, the girl go for abortion twice, and i think they are still together.....
Conclusion
The school should educate the school girl to treasure their body more, (which i hope not) and how to accomplish,(i am not the minister of education) after all, this is growing up stage of those pathetic teenage, definitely they are curious about their own body, more often, its the man's fault,in the name of love,since sex has become a way of life, no wait, it has becoming more of a daily activities to those teenage, maybe impose stricter law, as there is a chinese saying, kill one, warn hundred.
