Having read the article, I have formed some opinions.
We have a problem but it's the wrong approach. The aims are to (1) get older kids to learn about dating and relationships in a conducive environment and (2) to widen their social network from young.

Every kid should be equipped with such knowledge. It should not be the monopoly of a particular CCA group in school, so incorporate it into sex education or moral education from lower secondary.
(2) Networking is already taking place on its own in class, through CCA and other school events, religious class, etc. Single-sex schools should continue tying up with one another.
However it's down to individuals. Some are more outgoing, others go to school to study, speak to few people, participate minimally in CCA and then go home to their own room. Whether shyness or ineptness in social situations leads to that or vice-versa, I can't be certain. Let them have the option of learning and trying interpersonal skills, as covered in (1), don't compel them to join this newfangled club.
