This is truly one of the most hare-brained schemes ever dreamed up by a Singaporean politician. I can envision a future like that in Margaret Atwood's A Handmaiden's Tale, in which the state runs houses holding young women whose sole purpose in life is to reproduce the breed of the political leaders.
