Anyway, plastic bags are okay as long as you make full use of the bag before you throw it away. IE use it to throw away daily rubbish/kitchen sludge. Not throw empty bag into the chute.
By the way the cost of the bag is less than 1cent each.

From the business angle, I don't think seeking discounts for using less plastic bags will change consumer behaviour. However, businesses may take to the idea of using a "green" excuse to charge $0.10 per bag and thus make more money.
