No . If you are a foreign student, you either make sure that the scholarship you have received is enough to survive on and live frugally or you don't come. Should we allow foreign students to work part time?
Being a foreign student overseas myself once before, i see many advantages in letting foreign students work part time. The hours could be limited to 12-16 hours a week so that studies would not be neglected.
The advantages are
1. Allow foreign students to better understand Singapore culture and customs so that they can better adapt to Singapore. Then we wont get PRCs shouting in the libraries.
2. Interact with the locals - and if they are learning English, they would probably learn it faster.
3. Earn extra $$$
4. Extra labor for industries like F&B etc who usually need many part timers at different times.
Disadvantages are
1. Students who come here to work but not study

Singapore does not support welfare. Singapore should not even be giving any generous scholarships to foreigners first before their own.
As for the reason to improve English - that is bullshit. Want to improve english? Communicate to your classmates and teachers in English then. You don't need work to improve english.
I hate foreigners who isolate themselves within their community ghetto and whine about people not understanding them or lack of reason to integrate.
Singapore wants investments. If your parents are rich buggers, they can always open shop and employ Singaporeans. ONLY and ONLY in that special condition , you may be allowed to work for a certain limited time per week.
