If I have to give an anwer to your questions, then it would involve the political realm and I am reluctant to go too much into these areas.
If you believe a govt (any govt) has a political machinery, be it the mass media, diplomatic channel, third foreign country connection, pressure, standing on parliament etc. More assertiveness at times in using these machinery but judicious and appropriate timing. Not silent all the time.
Hmm, well, we did use a third-party diplomatic note, but I do agree with you that our Parliament could do with more vigorous airing of this issue. It's been too quiet.
