Learning a new language can be simply amazing, especially when you think your mind's reached its limit. In any case, complete integration into another society cannot be accomplished without learning the native language.
Don't listen to our govt's 'cat-calls' labelling those who emigrate to be 'quitters'. Ultimately, people can leave for a variety of things, especially if the patriotic sense of belonging has been morally mooted in favour of mercenary beginnings.

That lady has already grabbed the first chance - working overseas. I'm unsure of Korea's immigration policies, but take a look at those in Europe. You will be able to apply for PR after having worked in their country for between 3-4 years. Soon most country will view SG as more of a transit stop, and not a player in it's own rite. We should look into this and come up with solutions to put a plug in this problem.
Perhaps we might want to re-look our dua-citizenship rule, or make it such that S'poreans will find it more attractive to keep Singapore citizenship dispute working or studying overseas for a long period of time.

A sense of belonging has to be instilled in people. They need to know that they are valued, that they are not just a mere cog in the economic machine. Every person, employed or not, married or single, young or old, contributes to the economy, and yet the government chooses to single out the unemployed, the single, the old, the uneducated, treating them as though they do not belong here, as though they are un-needed, and even as though they do not exist; Remember LKY's arrogant claim that there were no homeless or beggars in Singapore last year during the IMF?
Such high-handedness does not instill a sense of belonging. And unlike what the great one thinks, it does not motivate the have-nots to perform. It just makes them jaded, and they will in turn influence the people around them to think the same way. Consciously or not, these people will bring up the next generation to think not for the country, but for themselves.
No sense of belonging, no sense of patriotism, no national pride.
