Actually I think that's kinda moot statement, there will be chaos in any country if it's entire parliment was killed off in some disaster, be it a good government or not. The point is so obvious it's rather silly to be using it as an example of "you can't do without us".
However if that parliment was taken over by the legal and proper channels I think it might be a very different story, and of course for some they might realize rather uncomfortably that Singaporeans indeed, 'can do without you'. -

Not neccessary. PAP can still remain, only replace by new members, like the old NKF and new NKF.
