If we have the will we will have the solutions to overcome such problems mentioned as government could not really extend its scheme to many who to them is in the middle class by their own wrong assumption.
The fact is many are in need of help due to commitments on home mortgages and other burdens which are often left out of the help equations.
Help could be designed such that anyone exceeding certain income which are not eligible can be entitled to indirect help e.g. soft loans which can be paid back over a longer period. Remember the Sri Lankan Dr. who won the Nobel Prize for his help to the farmers which revolutionise the aid schemes to the poor. It is all a matter of will, creativity and voluntarism.

The no. 1 concern is likelihood of abuse or corruption by those administering the fund. So there are other issues as well as pointed out by Ito.
The three rules must be designed so that it will target the recipients correctly as there are many whose incomes are not able to cope with their present costs aggravated by unemployment, sickness, burdens due to dependent parents and children schooling etc.
All these represent the social problems within our society which are not being addressed by current funds.
But to be successful as a fund it is not determined alone by the mechanic of the dispensing, who to give help to and how much to give within the resources available.
It will be good if we can make it a fund which has popular appeal because it has strong focus in its objective, reflected in its name as to who to reach as well as the three rules you mentioned like who to help, amount of donation and how long to help.
So we can have enough volunteers set up the above-stated constitution we will have a good and popular fund which is practical to address the current needs of the families marginalised by the existing schemes.

THREE charities have been stripped of their status because of 'serious irregularities and suspicious transactions', and will no longer be allowed to conduct any fund-raising appeals.
This was announced yesterday by the Commissioner of Charities (COC). The charities are Children of Singapore Foundation, Children's Lukaemia Foundation, and Club Sunshine Ltd, which was previously known as Kids-In-Distress Foundation Ltd.
All three charities were set up by Rajendren Rajamani, 24, whom the office of the COC has filed a police report against.
The COC has been observing these charities since October 2006 and has determined that the intentions of the three charities were not 'exclusively charitable'. The COC's office is unable to comment further on this as the case is being investigated by police.
Also denied charity status is the Kidney Fund Organisation (KFO), which has been prohibited from fund-raising on the grounds that it was not 'exclusively charitable'.
Out of the $110,000 in donations collected by KFO last year, 75 per cent was used to pay a commercial fund-raising company Amanah Fitrah, which is owned by KFO's vice-president.
The vice-president's wife is the president of KFO. The third trustee is an employee of Amanah Fitrah. The COC said that there was a serious conflict of interest in the set-up of KFO and that it would continue to monitor this organisation.
