If that is our objective we must then have a good organization and good support by all volunteers forming such an organization. By adding values to our fellow citizens' lives that will become our way of playing a role.
We are not interested in politics or politicking and all these will be spelt out , and adopted and followed and practised in deed and spirit by all our volunteers of 15 forming the council.
So for such a reason I will recommend having a good start with more members and 15 is a mere guidance.
I will leave it to the committee or council to decide based on such challenge of building a truly People's Self-Help Fund.

WHO CAN APPLY FOR ASSISTANCE FROM THE FUND
Initially those who are destitute e.g. driven out of their flats by HDB by PS or hospital who cannot pay subsistences or utility or medicare will be able to apply for nominal sum of help from this fund for the period of emergency up to 2 weeks.
If the amount of assistance is not enough the fund could contact more people including philanthropists in other countries or send circulars to community organizations to seek further assistance.

The PSF is needed because it provides an alternative solution to help the poor and middle class (the new poor) who are unable to survive the economic game with a government obsessed with building up the country for the rich and foreigners.
