You are quite right about the need to pass laws to correct their own policy errors.
The ministers were the ones in the 1980s who started the discriminations among employers against hiring older workers. They told employers not to implement the seniority wage system and following that newspapers everyday kept playing the tune that older workers are more expensive to employ.
Now they realize their mistake as employers will take this opportunity to stop older employees from working or go for early retirements/
So the ministers now have to pass another law to force employers not to discriminate against older workers.
The same thing will happen to their current open-door policy to encourage employers to take in foreign workers even for common routine jobs.
So the newspapers will be playing up all the "needs of foreign workers" until all the employers began to turn to China and India for clerks and technicians which are easily available among our own workforce.
Locals are now being sidelined by employers just because of such one-track policy implementation.
Welfarism is bad but constant harping of dangers of welfarism has led to all ministries and departments recovering all costs of services resulting in taxpayers getting short-changed.
That has been our system - autocracy is rearing all the problems and the ministers despite their so-called educations cannot even see such simple mistakes and citizens are being asked to pay them more millions to make more mistakes.

If we don't whine and complain almost everything under the sun via letters to either govt, cad, case or police.
Than we would already be able to accept more workloads and yet expecting lesser income.
Those F.T are here because they have their own reasons, and the fact they are more hardworking than us as a matter of fact, and THEY DON'T COMPLAIN AS MUCH AS WE SINGAPOREANS DO.
Either we continue complain, they will still bring and allow more F.T in, or we sit down and do some self-reflecting, are we just going to sit back, do nothing, complain and not to improve ourselves to prepare for the influx of F.T in 2008?

It depends on the type of industry you are referring to, unless you specifically referring to certain industry. In most technological-driven industry, acquiring cheaper labour cost benefits the company in the long run.
