I am not sure of the answer but I can be sure some of them find life quite stressful
in Spore. By not giving up their local citizenship, it did not translate they liked Spore. Some people like to keep their citizenship for some benefit like travelling is easier with a Spore passport compared to other countries in which visa is required. Gettin a vacany is easier in other countries with a Spore passport. -

I think those people who have migrated and still keeping their Singapore citizenship are just not sure about themselves and their future. -

to become citizens n this is merely one of the benefit. U mentioned these local migrated still keeping their citizenship n what u meaned they not sure of themselves?
Is there another possibility they might have other commitment back at home?

I read some subsidies for the PR like medical will be reduced with effect October this year n this is a method to force PR to change thir citizenship.
