I am not sure of the answer but I can be sure some of them find life quite stressful
in Spore. By not giving up their local citizenship, it did not translate they liked Spore. Some people like to keep their citizenship for some benefit like travelling is easier with a Spore passport compared to other countries in which visa is required. Gettin a vacany is easier in other countries with a Spore passport.

Are you sure that Singapore passport is more valuable than say an Australian, British or American passport?
I think those people who have migrated and still keeping their Singapore citizenship are just not sure about themselves and their future.
