The UN must be blind, they don't know the reason behind the progress package. It's to influence votes, not to share surplus. If they had wanted to share surplus, could have done it after the elections or months before elections.

UN is not aware of the way of the ruling party. If they know, there is no award. progress package is sweets given to kids to pacify them/us. My gut tells me that PAP informed the UN about this Progress Package.
We normally inform some authority about some model professional before he wins any award, right?
