When the ministers introduce any policies like NWC they should know that private companies' employers would not follow the recommendations.
So what does that mean? Simple isn't it for NWC whether benefiting private sector's employees or not does not matter as long as the ministers could use NWC to legitimise or legalize their own salary increases.
That is the main reason why throughout the 1970s-present NWC only benefited the public sector and ministers and not the 80% ordinary workers in the private sector.
Minister Teo Chee Hean conveniently failed to mention in his recent recommendations of wage increases to the public sector's that the wages of incumbent in the public sector like CEOs, GMs, managers, teachers, police, principals, etc are easily three times of equivalent grade in private sector.
