You know, all these High Tech suggestions and "ideas" are going to give our righteous government more reasons to hike general costs of things along with their salaries again....
I say this issue of HR should be best left to individual employers/organizations relevant to this issue of Opportunistic Motorists who drives off without paying after refueling.
Personally I don't think such activities are rampant yet, and I'm sure petrol stations islandwide have already installed CCTV for such purposes.
But don't even think of any Worker's Rights or a decent Union for people here - it will never happen so long as they are in charged. Hence I always believe the selfish ways of the people, are by-products of such a 'right-less' system.
