(Source: US Defense Security Cooperation Agency ; dated Sept. 4 web posted Sept.5, 2002)
On 4 September, the Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to Malaysia of F/A-18F aircraft as well as associated equipment and services. The total value, if all options are exercised, could be as high as $1,483 million.
The Government of Malaysia has requested a possible sale of 18 F/A-18F aircraft with 36 F414-GE-400 aircraft engines, 18 AN/APG-73 Radar Systems, 3 spare F414-GE-400 aircraft engines, 18 AN/ALR-67(V)3 Countermeasure Receiving Sets, 18 AN/ALE-47(B)2 Countermeasure Dispensing Sets, 12 AN/ALQ-214(V)2 Integrated Defensive Electronic Countermeasures, 72 LAU-127B/A Guided Missile Launchers, spare and repair parts, support and test equipment, supply support, U.S. Government and contractor technical and logistics personnel services, publications/technical data, personnel training and training equipment, system software development and other related elements of logistics to ensure complete program support.
The estimated cost is $1,483 million.
This sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country which has been and continues to be an important force for economic progress in Southeast Asia.
The proposed sale of F/A-18 aircraft will increase MalaysiaÂ’s tactical aviation capabilities. An increase in capability will be accrued primarily due to the larger number of aircraft and the larger range and endurance of the F/A-18F. The commonality of this system with those in the U.S. Navy will yield lower costs for the U.S. in procurement of the F/A-18E/F and provide potential key support assets in South East Asia.
The sale of this equipment and support will not affect the basic military balance in the region.
The principal contractors will be: The Boeing Company in St. Louis, Missouri; North Grumman in El Segundo, California; General Electric of Lynn, Massachusetts; and Raytheon Company of El Segundo, California. One or more proposed offset agreements may be related to this proposed sale.
Implementation of this sale will require approximately 8 contractor representatives to provide technical and logistics support in Malaysia for two years. U.S. Government and contractor representatives will also participate in program management and technical reviews for one-week intervals twice semi-annually.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law; it does not mean that the sale has been concluded.

Solaris, have we met before???Originally posted by solaris:hello harimau
I would like to seek some clarification
1. Could you please list the website where you get the information from regarding the purchase especially the clearance on the aquisition of the missiles such as AMRAAM and SLAM - ER. I am interested in finding out more about the MAF expansion. A distinction should be made between being cleared to acquire the weapons as stated and actually acquiring them. A example is the Malaysian submarine purchase. There has been statements that RMN is planning to acquire submarines over the years but it is only recently that subs were acquired. My point is that Malaysia track record of weapon acquisition often indicate a significant time lag between statement of intent and the actual signing of contract. What you posted only tells us that Malaysia has an interest in or is cleared to purchase certain weapons but did not say that they have been purchased. I believed the FA 18 part but i have some doubts about the JSOW and SLAM ER part.
2. It is an interesting contrasts between the SAF and MAF modernisation program. The MAF upgrades in spurts while the SAF prefers a gradual systematic approach.
A balance have to be achieved between force transformation and force readiness. There is only so much defence budget. Should your defence budget be mostly allocated to force transformation, you run the risk that due to lack of significant finances, force readiness may be compromised. Such a massive one time expenditure would also means that the defence spending will have to be toned down over the next few years and the implication would be that force technology currency might suffer due to non upgrade.
Would harimau comment on the combat readiness of MAF?
Singaporeans should be concerned about the MAF modernisation but they should also bear in mind the implication of such programs on other aspect of MAF. Personally i prefer the SAF method. It provide a finer balance between the 2 aspects i mentioned above
3. We should respond to Harimau post in a mature dignified manner and should not stoop to the virulence of some of his post.
Harimau - a personal opinion on you. I think the malaysian malays have an inherent tendency to let their nationalism and ethnic egotism get into your judgement and thinking. The difference in the histronic level between the different language newspaper in Malaysia is an interesting insight into how the different races in your country think. I would like an opinion on something
If Jeyakumar went to KL for the next round of bilateral talks and ask for long postponement of meetings, refuse to attend the lunch that has been prepared by your ministry of foreign affairs, change their agenda totally, what would your opinion of him be? The only consistency I see in Malaysian foreign affairs is inconsistency
The Korean decision was a political one rather than a technical one. The package Dassualt offered was deemed techincally the best. The American had to applied pressure to get the deal instead of the French because the Americans were deparate to keep the Boeing F-15 plant production going. The French package might have offered Scalp. The Americans in order to appease the Korean for pressuing them to select F-15K threw in Slammer-er as a sweetener.Originally posted by Orcishwarrior:Guys anyone can clarify that was once posted saying French has no problem releasing SCALP stand off missile as part of the offer for any singaporean fighter programme procurement, honestly speakin i have been quite puzzled by this post
.
I believe this Package is also once apply to korean F-X project but it seems Korea is more convince having SLAM-ER
...And then applied political pressure by dint of the "close US-S Korea relationship" to get the Koreans to go the US way...Originally posted by Joe Black:The Korean decision was a political one rather than a technical one.
