The figure of $10.6 billion does not include salaries. Why? Because it's for development.
The PMO itself has a few organisations in there. Among them, CPIB, PSD, NSCS.
This money is pumped into these departments so that they may serve Singaporeans.
For example, CPIB eradicates corruption. One of PSD's focus is to develop and train civil servants. NSCS coordinates with MHA to counter terrorism.
If this is not benefits for the people, then I don't know what is.
