I've nothing to say about the pyschological effect... Even if the serial number is not there, I'm pretty sure that those hold govt jobs will still be a unwilling to vote for the opposition because of their jobs...

One way is to have 1 polling station for each block of flats. For the convenience of voters
Residents only just need to come down to vote.
Voting would still be a secret. But every one can tell how a particular block voted.

Changes should not be ad hoc.
If under the present system, the opposition wins, and the ruling incumbent cry foul. The opposition will not hear of it. The opposition will say that the system is FAIR!!
But honestly, any new system, or changes, however slight, will attract its detractors.
Actually how many voters actually fear the serial numbers.
How many actually know of the serial numbers anyway?
How many actually care if anyone knows how they vote?
How many have actual faith in the secrecy of their vote?
Are government employees fearful?
How to ascertain, those not fearful, are not lying?
In all the above questions, it can be said some or many.
But how many is "some" or "many", what are the figures?
Will we then have another round of debate as to the accuracy of the figures presented by so called "unneutral" parties.
There are just too many uncertainities to effect a change in a very important institution of our society.
Something more than "fear of the civil servants" and "hear the voice of the people" should be presented.
And also a
better alternative system.
