Like all the government statistics, figures deceive and hide all the problems.
What is does not reveal is probably the pay increases forming this 4-6 % are mostly from the public sector including ministers' million-dollar increases.
If the pay increases are worked out for the private sector alone, most likely there is nothing to crow about. Too many private sector are not paying any salary increases to their employees at all due to bad private sector economy since 1997.
The latter will not be revealed in any statistics of the government as such objective statistics would immediately signal real failures of the private sector economy.
