As you mentioned regarding the above Ex Thai PM doing. When Temasek sign the buyout agreement, it was legal because he was in power then. Until the Thais army seized the authority with the peoples support then it was pronounced illegal. Sure should the ex PM to return and seized power again, things will go back to the good old days again and i bet those Thai general will have stuffs in store for them.
This is a reality. When you in power, you can call the shots but when you are down and out, the past of your doing will catch up with you. If you do not believe me just look those around eg Hilter, Pol Pot and of course the infamous Gang of Four from China

they raise GST for their salary, what can you do?

Waah....if 30,000 people protested and send to jail ......many jobs will be lost, The government then need to invite 30,000 more FT needed to takeover our jobs with another 10,000 more to care of the prisoners.

Gazelle is arguing over semantics here, what is legal and what is not, but reasonable people see a much broader picture.
No matter what the law is, it does not change what is right and wrong, and that is the true crux of the issue. If you are in power and are unable to play by the rules of decent men, even if the law does not say you are corrupt it does not mean you are not. All men still have to answer to the absolute laws of morality at the end of the day.
So somebody can define and split all the hairs he wants to get a nice sounding “everything is legal” pitch, but that will cut no ice with virtually any decent person- in fact it is highly reflective of that somebody’s character itself. -
